Oscars Under 45 Seconds Say What?

The Oscar producers want Oscar winners to keep their speeches under 45 seconds. How is that possible? What if it's a person's first time winning an Academy Award and they have many people to thank. Usually first time winners get all excited and nervous when they're up on stage. For example, Kate Winslet won her first Academy Award last year for the movie The Reader and it took her sometime to say her speech. This is not fair. Maybe they should make the show a little longer, that way every winner has their time to shine. :)
